RTFO Certification Body Supervision

Article 17 of Implementing Regulation 2022/996 states: ‘In the context of the supervision provided for in Article 30(9) of Directive (EU) 2018/2001, Member States shall establish procedures allowing certification bodies, regardless of whether their head office is located in a Member State or in a third country, to register for supervision…’.

The purpose of establishing this registration facility is to comply with the above provision. If your certification body (CB) wish to register for supervision, please send an email to bos@nora.ie with the company name and contact details.

However, in the absence of cooperation between all Member States on the other provisions of Article 17, such as establishing a common framework and appointing lead auditors, registering with NORA shall not be construed as NORA committing to conducting supervision activities with registered CBs.  Also, being registered with NORA shall not be construed as NORA recognising or otherwise approving the CB.

In the absence of formal cooperation framework being established under Article 17 of Implementing Regulation 2022/996, NORA has established a procedure for supervising CBs based on the obligation placed on NORA under Article 30 (9) of RED (‘Competent authorities of the Member States shall supervise the operation of certification bodies that are conducting independent auditing under a voluntary scheme’) and transposed into Irish law under Regulation 7 of SI 33 of 2012.  NORA shall contact the CBs selected for supervision under this procedure.
