20/05/21 - The BOS Annual Report and Sustainability Statements for 2020 have been published and are available here.

 

11/06/20 - As provided for by the National Oil Reserves Agency (Amendment) and Provisions of Central Treasury Services Act 2020, from 1st August 2020 the Biofuel Levy has been reduced from €0.02 (2 cents) per litre to €0.001 (0.1 cent) per litre.  (The NORA Levy remains unchanged.)  In addition, the Act provides for the maximum percentage of Biofuel Obligation Certificates obtained in one year permitted to be counted towards an obligated party’s biofuel obligation in either of the next two years to be reduced to 15%, as signalled in the 2018 Biofuels Obligation Scheme Policy Statement.

13/01/20 - A revised procedure for applying for BOS Certificates and carbon savings has been published, along with revised guidance. 

 

15/02/19 - The Minister for Communications, Climate Action and Environment today published an order increasing the biofuel obligation to 11% by volume (or 12.359% by reference to petroleum products) with effect from 1 January 2020 (link).

 

13/12/18 - The revised Renewable Energy Directive (2018/2001/EU) has been published.  It is part of the Clean energy for all Europeans package and aims to help the EU meet its emissions reduction commitments under the Paris Agreement. 

The Directive establishes a new binding renewable energy target for the EU for 2030 of at least 32%, with a clause for a possible upwards revision by 2023. Most of the new elements in the Directive need to be transposed into national law by Member States by 30 June 2021. 

The Directive includes for a new 14% renewable energy target in transport for 2030, sub targets for advanced biofuels and a phasing out of high-ILUC risk biofuels.  There is also a new limit on biofuels produced from UCO and tallow.

 

19/06/18 - The Minister for Communications, Climate Action and Environment today published an order increasing the biofuel obligation to 10% by volume (or 11.111 % by reference to petroleum products) with effect from 1 January 2019 (link).

9/05/18 - The new BOSOS is up and running.  Emails have been sent to all account holders with usernames and passwords.  The BOSOS can be accessed at: htts://bos.nora.ie .

 

25/04/18 - A draft order has been published setting out the proposed increase in the biofuel obligation rate from 1st January 2019.  It is proposed to increase the obligation to 10% by volume (or 11.111 per cent by reference to petroleum products).  The draft order is available to download here:

19/04/2017 - The Minister for Communications, Climate Action and the Environment today published the European Union (Greenhouse Gas Emissions Reductions, Calculations Methods and Reporting Requirements) Regulations 2017 (SI 160 of 2017).  These regulations transpose Article 7a of the Fuels Quality Directive (FQD), which introduces an obligation on fuel suppliers to reduce the carbon intensity of transport fuels by 6% by the end of 2020, when compared to a 2010 baseline.  The primary means for meeting the 6% reduction target will be to substitute biofuels for fossil fuels (diesel and gasoline).

NORA has been designated as the government agency responsible for administering compliance by fuel suppliers with the 6% target.

 

1/12/2016 - The Minister for Communications, Climate Action and the Environment today published the European Union (Renwable Eenergy) (Amendment) Regulations 2016.  From 1 January 2017, the Regulations amend Schedule 3 of SI 483 of 2014, the European Union (Renewable Energy) Regulations 2014, to change the levels of greenhouse gas savings required by biofuels and bioliquids to:

  • in the case of installations starting operation after 5 October 2015, 60 percent, and
  • in the case of installations that were in operation on or before 5 October 2015, at least 35 per cent until 31 December 2017 and at least 50 per cent from 1 January 2018.

 

24/11/16 - The Minister for Communications, Climate Action and the Environment today published an Order which will commence Sections 29 to 32 of the Energy Act 2016 from the 30th November.  These amend Sections 44G, 44H and 44I of the BOS Act to provide increased flexibility concerning end-of-period reconcilliation dates as well as allowing NORA to determine the deadline dates for quarterly applications for BOS Certs. 

 

30/07/16 - The Energy Act (Act 12 of 2016) was signed into legislation today.  Part 8 of the Act amends Sections 44G, 44H, and 44I of the BOS Act to provide more flexibility concerning the end-of-period reconcilliation dates as well as allowing NORA to determine the deadline dates for quarterly applications for BOS Certs.

 

03/05/16 - The Minister for Communications, Energy and Natural Resources today published an order increasing the biofuel obligation to 8% by volume (or 8.695 per cent by reference to petroleum products) with effect from 1 January 2017.

02/02/16The Minister for Communications, Energy and Natural Resources today published a draft order proposing that the biofuel obligation increase to 8% by volume with effect from 1 January 2017.  Representations on the proposed increase should be made to Biofuel.Obligation@dcenr.ie by 17:00 on Wednesday 9 March 2016.

A public consultation will be initiated later this year in respect of rate increases after 2017.

 

06/10/15 - The Department of Communications, Energy and Natural Resources (DCENR) today announced a public consultation in respect of a proposed increase in the biofuel obligation rate.

15/12/14 - Performing modifications to the BOS Online System will necessitate taking the system offline for a week from the 15th December to the 22nd December.

The UK & Ireland Carbon Calculator is now available to download from NORA's website and from the UK RTFO website.

 

19/09/14 - As a consequence of correcting errors that were discovered in the Sustainability Statements while performing the 2013 audit programme, the BOS Team has updated the BOS Annual Report for 2013.  The revised report is available here. The consolidated copy of all BOS Sustainability Statements received during the 2013 obligation period has also been updated.

18/9/2013 - The BOS Annual Report for 2012 has been revised to amend Table 2.  The revised report is available here.  A consolidated copy of all BOS Sustainability Statements received during the 2012 obligation period has also been published.

 

2/8/2013 - Tuition sessions for the new BOS Online Platform will take place on 12 August 2013.  These sessions may only be attended by BOS account holders.  A copy of the tutorial presentation is available in the BOS Documentation section of this website.

 

27/05/13 - The BOS Annual Report for 2012 has been published and is available here.

 

1/4/2013 - Following the completion of the reconciliation of the 2012 obligation period, applications for BOS Certs for the 2013 period are now being accepted.

 

23/12/2012 - Minister increases Biofuel Obligation rate (as published on DCENR website).

Following consultation with stakeholders, pursuant to Section 44D of the National Oil Reserves Agency (as amended), the Minister has signed the National Oil Reserves Agency Act 2007 (Biofuel Obligation Rate) Order 2012 to increase the rate of biofuel obligation from 4% by volume to 6% by volume (or 6.383 per cent by reference to petroleum products) from 1 January 2013.
